I won’t quote rent figures or vacancy rates here, because they change and should come from current data. But I can walk you through who tends to look at this area, which properties make sense and which rules matter.
Why location drives rental interest in East Hill
- Downtown Vernon is right beside the neighbourhood, with shops, services and jobs.
- Vernon Jubilee Hospital is just down the hill, which appeals to health-care workers who want a short commute.

- Parks and recreation nearby, including Lakeview Park and its free Peanut Pool wading pool and spray park.
- Transit. BC Transit runs the Vernon Regional Transit System, which serves the downtown area.
Property types that suit investors
Homes with a legal suite
A house with a permitted suite can house two households, or let an owner live upstairs and rent the suite. Make sure any suite is actually permitted. Unpermitted suites raise disclosure, insurance and financing questions.
Duplexes and small multiplexes
Under Vernon’s Zoning Bylaw 6000, adopted in June 2024, many serviced East Hill lots are zoned MUS, which allows up to four units on lots between 280 m² and 4,050 m². That opens the door to duplexes, carriage houses and small multiplexes, subject to permits, servicing and development cost charges.
Older character homes

Rules every East Hill investor should know (as of 2026)
Short-term rentals
BC’s short-term rental principal residence requirement applies in Vernon. In general, you can only offer short-term rentals (under 90 days) in your own principal residence, or in a suite or accessory building on the same lot where you live. The City of Vernon also requires a short-term rental business licence. A house you don’t live in is generally not an option for Airbnb-style rentals.
Long-term tenancies
- Tenancies fall under BC’s Residential Tenancy Act.
- The maximum allowable rent increase for 2026 is 2.3%, with three months’ written notice on the required form.
- Ending a tenancy so the landlord or a close family member can move in requires four months’ notice.
- When a buyer wants vacant possession, the notice period is three months.
Speculation and vacancy tax
The City of Vernon is in the Province’s speculation and vacancy tax area (Predator Ridge excepted). Owners must declare each year, and homes left empty for much of the year may be taxed unless an exemption applies. Properties with qualifying tenants are generally exempt.
Home flipping tax
Since January 1, 2025, BC’s home flipping tax can apply to profit on a residential property sold within 730 days of buying it, unless an exemption applies. It’s one more reason to think of East Hill rentals as a long-term hold.
